[Bug 19182] Allow to completely disable MIME-type and application integration

Unfortunately, the only "work-around" known is annoying in that it adds error
messages to each program started using wine:

wine: cannot find L"C:\windows\system32\winemenubuilder.exe"
err:wineboot:ProcessRunKeys Error running cmd
L"C:\windows\system32\winemenubuilder.exe -a -r" (2)

which is especially annoying for Windows console applications used via wine
(for example, to use MinGW to compile windows applications without a VM).
