Unreal with the Direct3D render mode runs extemely fast, because it does ignore the vsync when wrapping to OpenGL.
I use the latest nVidia drivers (375.20), VSync is on and outside WINE, it works (tested with glxgears and benchmarks).
WINE version is 1.9.23.
