[Bug 28168] VK_OEM_3 (0xC0) not converted into (0xC0) if US keyboard requested

This fixes VK_OEM_3 in MAPVK_VK_TO_CHAR converting

VK_OEM_3 (0xC0) has to remain 0xC0 for MAPVK_VK_TO_CHAR instead of asking the
X11 server. This patches X11DRV_MapVirtualKeyEx() in
dlls/winex11.drv/keyboard.c for wine 1.3.26.
