Jesse Allen, I don't think that it is a pure system configuration problem. Wine works fine, even with sound. Only winecfg crashes after activating the audio tab, because wine (or some strange application executed by wine (which I can't locate with a strace)) wants to access a non-existent directory.
I don't know why wine assumes that arts is installed if there is a /usr/bin/ artsc-config. Shouldn't it look for the artsd binary instead? And I think it shouldn't crash if the directory /tmp/ksocket-$USER doesn't exist, because it doesn't mean that there is a serious problem with the sound/system setup.
There has to be some workaround. As I already said, I am not the only one with this problem.
