Yup, it may not work without GetLogicalProcessorInformation being filled out
but it'd be worth a shot.  Even if it does work this patch may not get
accepted, but I think it's worth discussing with Alexandre since several
applications appear to expect that SetThreadIdealProcessor work this way.
