You will need to install battle.net, then under World of Warcraft select
"Public Test Realm" then hit play.

I'm not 100% sure if you need a subscription or not to download it.

Also once downloaded you can try to start it directly from path/to/World Of
Warcraft/_ptr_/WowT.exe
