[Bug 57739] Mugen DLL Hook now crashes

Wait, now there's a new bug. It just ignores the DLL Hook all together
preventing the Tag features from functioning.
Step 1. Download example game

Step 2. Go to winecfg and set the exe to have ddraw set to native then builtin.
Step 3. Notice that Tag mode is missing.
