Program (PDF-XChange Viewer) starts with wine-5.1. Can an administrator close this bug as FIXED?
Which version of PDF-XChange Viewer did you test? 2.5.315.0 is the newest that the reporter could have used originally.

I used this version: PDF-XChange Viewer 2.5.315.0

Hmm, but the bug attachment says the program crashes some time after running, not that it fails to open or crashes on start.
To test per the original report ("after some time"), can you try opening different PDFs and scrolling through, navigating back and forth and so?
Just looking quickly, I see two crashes with 2.5.315.0 and wine-5.1, one looks unrelated and another sure if could is related to the original (might differ because I'm on MacOS).
I opened this PDF using the open from URL option: https://www.adobe.com/content/dam/acom/en/devnet/actionscript/articles/PLRM....
While navigating after scrolling a few hundred pages, I get:

or after mousing over some of the menus, I get this:
