(progress isn't drawn and if something is placed over the window and then moved,
the Installshield window doesn't redraw at all leaving whatever else was there.

That's not really a bug...IS installers are very cpu intensive.  If you leave
the window in the foreground long enough, it'll eventually draw itself again.
