On the contrary, I happened upon a Office 2010 copy and decided to install it through Wine on a 32-bit prefix myself. This Wine prefix was completely stock, and the installer worked perfectly for me at least on Wine 4.21. I would recommend that the status of this bug is RESOLVED to anyone interested.
I can confirm this. After several failed attempts to install Office 2010 during the last years on other machines with some versions of Wine 4, I managed to install and run it without any issues on a fresh installation of Debian Buster (5.8.0-0.bpo.2-amd64 #1 SMP Debian 5.8.10-1~bpo10+1 (2020-09-26) x86_64 GNU/Linux) with Wine 5.0.3 from the winehq repositories following the usual instructions in the AppDB.
