No. Wine provides time zone information based on what an underlying OS reports

Thats the problem. Wine should provide the same time zone information reported by windows, not the one reported by the underlying OS, right?
No. How would you explain say to Outlook user why the appointment time in his calendar doesn't match actual time she sees in the OS clock?
