Looks like the SDL backend is hitting the absolute axis limit, but the evdev
backend maps the ABS_RUDDER axis correctly and dinput is picking it.

Also note that joy.cpl can currently only display up to 6 axes, so the although
the rudder axis is apparently supported (with SDL disabled), it's not displayed
there. We'd have a improve the control panel interface for it to be.
