[Bug 9916] "make test" usually fails

On my main development laptop, "make -k test" now fails for me in just five
modules:

gdi32: bitmap, palette (new failures?)
msi: db (same old failure)
user32: msg, win (same old failure)

And "make -k test" still hangs (on wininet/ftp), but that's an
improvement, it used to hang twice.
