When running the Office 2010 installer in a non-existing prefix, the "Configuring" dialog appears on first run. It works fine if the prefix was created beforehand.
This is a regression caused by:

services: Initialize environment block immediately after startup.
At prefix creation time, services.exe runs before the environment registry keys have been created, so the cached environment that is then passed to the MS Office service is incomplete.
