[Bug 10485] Gameplay slows to an unplayable level when it rains

I'm unsure if it's caused by the rain itself or an event that occurs while it
is raining, as occasionally the rain does not slow the game down at all, but it
usually does. to work around it I type fw 00038eee,1 into the console (~) to
change the weather back to clear.
