The problem is with the web interface; when you just click on the link on our download page, it takes you to http://sourceforge.net/projects/wine/files/, and there's a popup message that the file could not be found or is not available. There is a directory listing, and if you click on the Source directory, it takes you to a directory with ancient versions of Wine (the newest listed is 1.1.27).
It is also impossible to access any of the wine-gecko and wine-mono packages via browser: subdirectories are listed, but no files. These files, too, are downloadable with wget, if you know the direct url.
