I'm sorry to sound sceptical, but it appears the authour is just shooting
in the dark. It's been said mainy times: write a test case, run it on
Windows with different setups/locales, make it pass under Wine. What's
the point in creating new hacks instead of making a comprehensive analysis
what really doesn't work/need fixing in the terms of API behaviour?
