To run Catia, you have to run i4tgtid and/or i4target,
both of which can be downloaded from
http://www.catiastudent.com/student_targetid.htm,
to retrieve your system's "node id" (derived from
your mac address, I think).  These tools fail because
they try to open the PlugPlay service and/or the
registry keys 
  System\CurrentControlSet\Services\TCPIP\Linkage
  System\CurrentControlSet\Services\NetBT\Linkage
  System\CurrentControlSet\Services\Nbf\Linkage
