wine's wusa.exe on wine-staging-4.20 is unable to install Windows Management
Framework from
http://download.microsoft.com/download/6/F/5/6F5FF66C-6775-42B0-86C4-47D41F2...
which makes wusa.exe to return false and exit on invokation.

Windows Management Framework is dependency for powershell
(https://docs.microsoft.com/en-us/powershell/scripting/install/installing-pow...)
which is reguired for Magic: The Gathering Arena

Workaround is to use software that is capable of extracting cabinet files which
is adapted in referenced MR -> Severity minor

Sidenote: 21112019 - wine's bugzilla doesn't have component wusa for bugs,
assign once available
