I was looking over the regression list and, since I have RA3, I tried this really quickly (wine-1.6-rc4) and did not see the problem. It's possible that he's running a different patch though (I'm running 1.06 since I haven't played in forever).
He's using version 1.12 of the game (See comment 1).
Maybe you could patch your version and retry?
