My guess is the regression is from wine-1.1.38 because as of that version wine uses builtin gdiplus, and PhotoScape comes with it's own gdiplus so native gdiplus was used in earlier versions.
Steps i took to reproduce this bug:
1. Get http://software-files-l.cnet.com/s/software/11/42/42/76/PhotoScapeSetup_V3.5... 2. Install and run the app. 3. Click "Viewer" from topmenu and select a foto on your disk. 4. Select "Editor" from topmenu, click on the foto in the leftwindow, then select an action,like "resize to 100 px", perform the action. 5. Try to save the resized foto. Beware, select the upper button! The middle button seems to work fine.
With native gdiplus the bug is gone
