It may only be crashing for my setup:
01f4:err:module:find_forwarded_export module not found for forward
'icuuc68.u_charsToUChars_68' used by L"C:\windows\system32\icu.dll"

Seems this issue may need to be resolved for ILSpy to launch for my machine:
