I'm not convinced it's a Wine insufficiency. Pagemaker in its day was professional software, with features meant for commercial printing presses. It includes postscript printer drivers from Adobe because the Windows drivers (even the ones from printer manufacturers) were inadequate. Those drivers can't be installed in Wine, but even if they could, there are no Adobe drivers for Pagemaker for any printer created in this millenium. That caused problems in Windows XP and later, too. Adobe's response was to tell people to upgrade to InDesign.
I've been working with PageMaker (and pre-press in general) many years starting from Aldus PageMaker 4.2, that was my day job. PageMaker never shipped Postscript drivers, and it worked perfectly well with not Postscript drivers, it just doesn't support color separation in that mode. InDesign is a very different application, with very different requirements and abilities.
