The first time you undock a toolbar it always lays out the buttons horizontally. The height of the toolbar is 32px, but it renders 16px down from where it should be, so it is cut off halfway.
It is still a 16px offset if you resize the floating toolbar to be vertical / rectangular then dock and undock.
It is still a 16px offset with the 2x scaling option, even after restarting the program.
If you close the main window while a toolbar is floating, it will remain floating and keep its horizontal/vertical layout when you open the program the next time. Even so, the floating toolbar renders with a 16px offset.
would it be helpful to include more logs? which modules?
