Visual C++ 2010 express still hits this on startup with wine-1.7.1-26-g1562065:
wine: Call from 0x7b83b402 to unimplemented function windowscodecs.dll.WICSetEncoderFormat_Proxy, aborting
'winetricks windowscodecs' still works around it.
