Is there any reason there could not be more options available in the windows
version dropdown in WOW64 builds?

Since WOW64 has the 32bit binaries available, I cant imagine it is impossible
or difficult to limit 64bit applications if the windows version were set below
XP.

If I am not mistaken windows (64bit) has the option for compatibility down to
windows 2000
