Ok, running the installer three times reproduces the crash here.
The product is not fully uninstalled in the second run because the
installer doesn't set the "REMOVE" property to "ALL".

We should probably go through all features and do a full uninstall
if none of them resolve to INSTALLSTATE_LOCAL.
