The splash screen and initial dialog come up, but the app itself
doesn't.  There are  complaints in the log about not finding 
sf_templates.xml, but I think that's a red herring, it doesn't
seem to be present when installed on XP.

The app seems to be abandonware, but it was requested by a user, see
