I was just recently made aware of this bug and wanted to share a series of patches that I made in order to implement the TransmitFile function. These patches have not been thoroughly tested, as I produced them in the process of trying to fix the Diablo 3 launcher issue (Bug #28898) and the TransmitFile FIXME ended up being completely unrelated to the problem. If someone could recommend a simple application to test these patches with then I can try them out and put together a submission to wine-patches.
