I uploaded FalloutLauncher.exe on fileshare server(see URL link in heading of this bug). Unpack archive->regedit Fallout3.reg->sh winetricks vcrun2005->wine FalloutLauncher.exe->Options->Advanced->Water
I hope this will help solve this bug.
