I have the same issue running Tropico 3 demo with Wine-1.1.40. On the lowest graphical settings the sea is completely black, on medium or higher settings they are missing just like on zil's screenshots.
Fedora 12 x86 Wine-1.1.40 Nvidia 7600 GT with driver 195.36.08
