Trying with the "mutation patch" when the comment was entered here, it worked
for me as well, but trying now with or without I got dialogs in order:

Microsoft Edge WebView2 Runtime is required to starts the launcher. Opening the
installation window.

[ OK ]

Installation failed. Microsoft Installer requires Windows 2000 Service Pach 4
or better.

[ OK ] (I have installed Linux)

Microsoft Edge WebView2 Runtime could not complete installation. Start launcher
using temporary display?

[Yes] [No]

With [Yes] the launcher started as before, with the patch, but this was not a
clean prefix.
