[Bug 19159] Command & Conquer 3: Tiberium Wars hangs at splash screen

So it was working for a few days after I installed d3dx9_36.dll but now it's
back to crashing at the splash screen. I have no idea what changed, all I did
was put my PC in a new case and add a 2nd HD.

Worse yet when i run the game in terminal all I get is 2 lines of output, then
it truly seems to hang and I have to close the terminal window to stop the
process.
