Even after installing native dotnet20, the installer fails with:

err:msi:ITERATE_Actions Execution halted, action L"NetFxScheduleNativeImage"
returned 1603
err:msi:ITERATE_Actions Execution halted, action L"ExecuteAction" returned 1603

(This also affects the intaller using mono,  after adding versions
+placeholders for fusion.dll and ngen.exe)
