So it's definitely a bug in wine trying to use OSS although it's not compiled into OpenAL (thus ignoring the system defaults) as any other application uses the correct default OpenAL device (except wine). This is a working work-around but can't be the solution.
So my proposal is status NEEDS_FIX and to introduce an option to the audio properties panel to allow selecting the default OpenAL device or reading the system default correctly to tell windows binaries the correct default OpenAL device.
No the next problem is non-functionality of mouse in CoP. Making a new bug report for that one.
