The error is Mono complaining that the entry point (kernel32.dll/GetTimeZoneInformation) doesn't exist on Wine. I can't explain why that would happen, but I'm not convinced this is invalid.
Even if you were using a Linux build of Mono somehow, it shouldn't be trying to call GetTimeZoneInformation on a non-Windows platform.
