The explanation is in the Comment #10 of the bug 19011: Windows reports DST/STD dates in the day-of-week format (wYear == 0), and obviously reports it wrong. Choose one of the bugs you would prefer to have.
Ok, so... If I understand, Wine must reports DST/STD dates in day-of-week format with wrong values to be "more windows compatible". Is this the fix? Dmitry, can you do this?
