You appear to be running Wine-Staging for whatever reason. Please always explicitly state this when reporting bugs. Reproduce/report issues with plain/vanilla Wine first.

No. FIXME's don't necessarily translate to bugs. Most of the time they are harmless.

In general: WineHQ Bugzilla is not meant for end-user support on getting applications installed/run. WineHQ user forum (https://forum.winehq.org/) is the place to get help first. Only if there is a conclusion/no further help create a new ticket (after searching appdb entry and Bugzilla for duplicates).
Now you essentially re-christened your bug report from "installation doesn't work" into "some user-interface/menu doesn't work". That's not very appealing to any triager to work with as various fields are now incorrect.
The menu works fine here with Wine 3.10 Since you weren't really specific what exactly doesn't work, don't expect much help.
