Can you please try 'strip kernelbase.dll' in the lib64/wine folder in your failing Wine installation (from root user)? I guess it should help.
Yes that helped. Wine-staging 5.9 was totally unusable for me:

After stripping kernelbase.dll in lib64 and lib it works again
