Well, I get both ones, the initial and the final one (after language packs
installation step).

The final one should be closable/dismissable on its on (you have to click on
tray icon itself several times) but this is another bug.

You could make your issue a new bug, providing window manager info,
+systray,+tooltips,+win,+msg trace log and the like for AJ.
