[Bug 25585] Release key event is lost during lags in some games

After the bug has triggered, I've found that it's sometimes possible to recover
from it by repeatedly pressing the key the game thinks is being held down.
However, while it can (on my system) take hours for the bug to trigger, once it
has it will reoccur frequently.

I'm currently using Wine 1.3.18 from the Ubuntu PPA, but I have encontered this
bug in every version of 1.3 that I've tried. It also happens regardless of
whether I disable joysticks (bUse Joystick=0).
