On a fresh install of Picasa, start Picasa.
If the window is maximized, then minimizing and restoring causes the bottom toolbar to be displayed at an offset.
If the window is not maximized, then minimizing and restoring causes the bottom toolbar to disappear completely. (see attached screenshot)
This is a regression caused by:

winex11: Retrieve the current window placement in MapNotify before modifying it.
Tested on KDE 3.5, I think it happens on Gnome with metacity as well.
