That's odd. Do you think it could be because you're using the latest
development version of wine and not 4.6?

I even tried wiping out the whole wineprefix and recreating it. If I try to
install dotnet462 it fails because it has dotnet40 installed even though I
never told it to do that with the new prefix. The only way I can get dotnet462
to install is if I use the --force argument which I already tried before making
this report but it didn't make a difference for the application.
