[Bug 9723] Fileplanet Comrade installer fails to download a file

The installer's .NET 1.1 package download and install works as expected.
So the problem this bug is about is fixed.

The next installer bug is msxml failing in custom action (xpath query).
Native msxml3 works around it.

I suggest to close this bug and open another one for the next (msxml) problem.
