I already explained the problem and temporary workaround in bug 9158 The .NET 3.x Framework installation is a prerequisite of VS.NET 2008
Please search bugzilla/google more carefully before filing bugs. You would have got the answer within seconds using '+$shtdwn$.req +winehq'
