That's not how it works.  If a bug is fixed by a patch that goes into Wine, it
stays CLOSED FIXED.   If later on, some later version of Wine regresses and the
bug happens to occur again, a new bug needs to be filed with the results of the
regression test.

The only time a bug would be reopened if it wasn't actually fixed in the
release it was said to be fixed in.
