Could you try applying the edit.patch to allow uniscribe to be used for multi-line edit controls.?
That should dramatically improve RTL (arabic and Hebrew) in Notepad.
You will also get the default uniscribe font fallback procedures.
You will need Microsoft Sans Serif installed or a font override to a font with both Arabic and Hebrew installed setup to that font.
