Correction: bug 14269 is actually closed (as fixed). It says in the final comment that the issue was fixed in Wine 1.1.7. I confirm the same problem is present in Wine 1.3.8.
Is that a regression since 1.1.7? Did you try with 1.1.7?
I don't know when this regression started and I haven't tried 1.1.7 to test the current case. It was released over 2 years ago and I probably was using it at that time. If I had Shareaza running on it I wouldn't remember now how it worked. If I compile it now (I don't think I could find anywhere suitable .deb packages of Wine 1.1.7 for my current system), test and see that it works OK, I'd have to go further and test the next versions until I'll find the first one where the regression happens. Otherwise it wouldn't make sense to start the process, I think? The regression may start somewhere close to 1.1.7 or very far from it. I don't have the time to find it out and also this isn't a big or urgent issue (maybe a bit annoying though), at least not for me. I just spotted the problem some time ago and I didn't want to leave it without reporting (I waited to long anyway). I'm not a regular Shareaza user. If I was, I would certainly have done more tests.
I can only say for sure that 1.3.8, 1.3.7 and a couple of earlier 1.3.x versions were affected. AFAIR 1.2.0 was affected too; after 1.2.0 I switched to development branch so I don't know about 1.2.1 or 1.2.2.
FWIW I get .deb's for Wine, wine-gecko, etc. (for Ubuntu 10.10 amd64) from the following PPA repository: 'PPA for Ubuntu Wine Team' https://launchpad.net/~ubuntu-wine/+archive/ppa/
