When running tactical ops, the default resolution is 640x480. I can change this to 1280x1024. This "works", in the sense that the monitor resolution changes and the game switches to this resolution as well.
However, only the top left of the screen is displayed, the other 3/4 of the screen remain dark, showing only part of the game.
