Re-tested Scottrade Elite (v5.3.4.5) in newly created prefix.  No change in
symptoms; streaming data starts only about 10% of login attempts.  And even
though it says 'Connecting' in the lower right corner during failed streaming,
it never does.  All else seems to function properly.

I currently use Scottrade Elite v5.3.4.5 under WinXP in VirtualBox so I can get
my work done.
